Seriously try the dslreports link.  They help people that have been through this exact nightmare all the time.

I did Tigger.

I told them "You realize it's easier to switch ISPs than to deal with AT&T!"

May have a dumb question but can those IP addresses dropping packets be my router?

No.  Each line in a Ping Plot represents another router or switch.

Connection isn't the problem. Was finally able to get a hold of someone about the issue and what he said made sense to me.

I was looking at my Memory usage at desktop and I'm using 38% at desktop. I think there lies the issue. Not sure what's causing it though. The CPU is using 5%. For memory that is 38% of 3.25 gigs of recognized memory. That would explain the jitter movements in play during hvy traffic.

Frame stutters are not associated with network activity.  Yes, that is separate, but the packet loss you see on hop #4 will/can cause discos to occur.

If I run a ping from the command prompt there are no packet losses. The guy I spoke to said that some servers don't allow traces because it would double activity and therefore require a larger server. So when you run a trace it shows packet losses. Which makes sense to me (from what little I know). That reason being is if I had a 100% packet loss then why would it continue the trace through the hops. Which it does.

As far as the stuttering goes I'm not sure. I deleted my AV last night to see what affect that has. I've yet to test it.

100% packet loss usually means the router does not honor the ICMP ECHO packet.  But anything less than 100% means the router does honor the packet and IS experiencing packet loss.

You are dealing with two separate issues here.

Charter Cable is coming out today for 3rd time this month. They say this time they will install  a signal booster.

After deleting the AV it seems good so far. That was after 2 to 3 hours of flying. No jerkiness and no disco.

I may want to add that I downloaded the hires package and auto-tuned my VC. I had 1024 resolution but had never loaded the Hires package. In fact I wasn't sure what resolution I was running.

OK this guy checked my connection at the pole and found water  and corrosion. Funny thing is I suggested the other two techs check that but they didn't.

It's still a bit jittery in heavy traffic. Is there a program to close services or processes for W7?
