Do you mean setting your screensaver to run a slideshow of the pics you have?

If this is what you mean, in XP it goes like this...

Start menu-->Control panel-->Appearance and themes-->Choose a screen saver-->Pick "my pictures slideshow"

If you really plan on making a digital frame of your old computer display, there are several palm sized linux boxes that can be bolted on the back of the monitor. From there you can naturally play any photos you save on some storage media.

Gumstix, sheevaplug etc. See from Google.
