2nd if he's got a pc problem and has no idea how to fix it he should take it to a professional.
3rd If he's smoking cigs I'm hoping he's at least 18 and if so should be able to at least spell a little bit and have some sense of grammar.

David... you have 3 options with your PC:

1) Take it to a PC repair place... and have them try to repair/replace the missing files and wipe out the virus so you can be up and running without losing data (this will cost money)
2) Take it to a PC repair place... have them pull all the files you want to keep off of the drive, then reset it back to factory... then reload all your programs and saved files (this will also cost money)

or...

3) Your PC should have come with a factory restoral disc.  Put it in the CD drive, and follow the instructions to reset it back to factory and reload windows.  This will wipe out all your files, data, and programs.  It will be like it was the day you bought it.  You will then have to reload all the programs you want to use (Aces High for example)... But this option is totally free.  It will just cost you a lot of time.

also the reason his computer is messed up is because he ignored people telling him not to delete those files as they were needed by the os.  but he went and did it anyway.  which leads me to believe there's another bait in the water and you guys are biting again.

Not sure if this is a sincere thread or not. If someone steered him wrong deliberately well that's messed up. If its a troll thread then quit wasting everyones time.

Like AKP mentioned use your restore disk and you can make your rig just like the day you bought it.

I re format my gear about every 6 months (takes a day) but cleans out the garbage.

he wasnt steered into anything.  he's the one who said that the files he deleted were a virus, people told him repeatedly not to delete those files but he did it anyway.  check this out this thread.

The best advise I can give you is to stop trying to fix the problem yourself.  The original problem is being compounded by the fact you're not very computer literate and you're just causing more problems on top of your original problem.  You should just take your computer to a PC repair tech and have them restore your system and then remove any virus/malware you may have.

I'm sorry that I had a laugh at your expense and I have to remember that not everyone is computer savvy and most only know enough to get themselves in trouble.

the only pc i can play aces high on is a dell , ive just deleted the windows of it by accident due to , some bright spark saying open up note pad type this that and the other save it in blah blah blah and reboot and hey presto bank screen , so i hope that person gets nightmares 

Most dells have a part of the hard disk partitioned as a 'rescue' partition. In this partition a copy of the initial factory settings of the computer including windows is stored. Contact dell and they can walk you through the steps needed to 'restore' it.
