Here is South Dakota, the governor orders Old Glory to half mast whenever a member, former or present, of the SD Legislature passes away.  Same goes for any peace officer who died in the line of duty. 

I think the governors should be able to command state flags be at half mast for a state "hero" or other such dignified person, but not Old Glory.  The U.S. flag should be reserved for *nation* people in dignified positions, and the length of time at half mast should depend on who it was.  Medal of Honor recipients, US Presidents, and maybe a handful of others should get 20 days +, congress-critters 10 days +, and others 5 days.

IMO, Whitney Houston, no matter how beautiful of a voice she had, did not deserve having Old Glory at half mast.  However,... under the present system I can see why Gov. Christie did so.

I still do not see why entertainers other than maybe a very select few who have done an extraordinary amount of volunteer work with the troops abroad should be honored by the half mass flag.

Only one that I can think of completely deserving is Bob Hope.

I remember my grandfather telling me stories of how they literally corralled him and his company inside a chain link fence as the officers on site were nervous there would be deserters. Feeling like animals, they noticed one guy arguing with the highest ranking officer on site. A few minutes later, a makeshift stage was placed over one end of the fence and that same argumentative guy walked over. Turns out it was Bob Hope who did an impromptu show for all the men there, after ensuring creature comforts of home (donuts and coffee primarily) were ordered over from a nearby base. Hope wasn't assigned to that area that day, he just happened to drive by the situation and decided to do his duty and attempt to make the troops forget where they were and where they were going, even if for a short time.
