im not to sure about it. but i recall hearing that the us wants to/are building long range missile sites on russias front door.  I believe the russians do not like that.  if i remember correctly they said they will do a pre-emptive strike if we continue. If russia wanted to build some missile silos in say, cuba, what would our attitude be then?

Yep, all witty strategists know that you always notify the enemy about your intentions before the attack. Common courtesy requires also detailed information of the location of your forces.
