Sooner will up buffs even when a con is sitting by the base. When shot down, crashing into hills, or bailing, he will up again and again before finally moving to another base.

If you see him anywhere away from a base he will usually bail.

And whats the point of even paying $15 when you can simply go to offline arena and not have to bail out at all since there won't be combat?

Well the obvious point is what HTC once stated in here about one of the objectives of the game is to "Piss OFF" the other guy.  I'm sure some BBS historian can find it and post the link.
