Your video card does not have enough video RAM to run with a shadow size of 8192 with full anti-aliasing (note, 8x anti-aliasing with a shadow texture size of 8192 requires a full 2GB of video RAM all by itself).  Your card would need more than 4GB of RAM to do so.

Reduce the shadow texture size.  If you are running with environmental mapping enabled, and full anti-aliasing, set the texture size to 1024.  That should help.

That is due to Microsoft changing the way the function we use to get the available memory from the video card.  They broke it for DirectX 9 games in Vista/Windows 7 & 8.  We have to figure out a different way to do it.

Try going to the extreme and disable all the advanced graphics and do not force anything in the driver.  I know there have been some issues with the latest ATI drivers, but this is a new one.

I have tried everything.I turned of vsync with everything off and get around 470fps but clouds still flicker.I play other games with no issue at all.I have run benchmarks on my gpu and everything seems fine.I didnt have this problem with my 6 year old Nvidia card.Of course nothing looked as good but the clouds didnt do this.Anything else i can try?Should i try calling ATI support?

Have you tried different drivers?

Be sure to enable vertical sync.  I assume you were only testing without it enabled, but the game will not run right with vertical sync disabled.

Did you purge the drivers before swapping each of them out?

did you turn off anti-aliasing in ah and in the amd vision control center? if you haven't done it yet, set up a graphics profile with the correct settings for ah in the vision control center to use when you're going to play ah.

It is a suggestion to see what could be causing the problem.
