3IC was payback to the Vietnamese for pushing Laos and Cambodia around after the US lost and left. There were reasons that we can at least agree with: ChiComs helped the N Vietnamese against us but when ethnic Chinese began getting tortured and expelled from Vietnam, the ChiComs took exception.
