The OP's rational is altruistic and functional to the fault of not considering the unintended consiquences for the larger picture of the game community. Spawn campers could agree to tune to an alternate channel. But, don't in most cases. Jabo could agree to a command channel for local operations but, don't in most cases. The altruistic wish is to help them in spite of themselves like wishing there was a new law to control human behavior after a tragedy. Laws very often are tragedies of unintended consiquences wrapped up in misguided intentions abused by the self serving.
The rest of the responders are a minority who want everyone not associated with their emidiate concerns or happiness to eat stuff and die for all they care. Range irritates them. Beyond themselves or at most their squad group, the game is just a shooting gallery of fools to abuse on a nightly basis. For the most part HTC's ongoing need to promote a general community to appeal to the average human need for community is irrelevant to them. If HTC closes their doors tomorrow morning, they will have another game to login to that night to feed the need.
Unmutable range VOX is a simple answer to the concept of "community" and communicating with it. Most people feel a connection to what they are interacting with by hearing banal ongoing interactions from like minded people. If you need a squelch list as large as muting the whole range channel. It's a good indication you look on the majority of your game community as idiots to start with.
