I agree that the cop stepped up to the guy first. But if that had been me he was stepping up to I certainly would not have stepped forward myself. That kid acted like a punk. Judge Dredd would have blown the perp's head off for less...
Yeah maybe the biggest problem is that you folks have lost touch to reality and start to think a cartoon is a viable reference for behaviour...
If it were a finnish cop in this situation the following would have happened:
The cop would have talked to the guy with a pleasant and relaxed manner (as trained) to assure the victim he was in good hands and help him help the officer. He would have disregarded any complaints about being late and focused on his mission i.e. catching the perps. If the victim would have complained more they would have _asked_ him to stick to the subject and forward them to the point of interest. If the victim would continue to give them lip they probably would then _tell_ him to shut up and point them to the attackers. If that wouldn't work they would suggest that he could end up in jail for the remainder of the day also to clear his head.
It would require the victim to physically assault the police before they would begin to _restrict_ the assailant. Only as a last resort (meaning the attacker cant be restrained) physical use of force such as punching, pepper spraying or tazing are used. If the assailant lacks a deadly weapon no leathal force is allowed, even in a form of threat.
The cops down there seem to have some serious attitude/self confidence problems judging from the stories of tazing elderly people for not complying etc
When cops approach an assault victim the victim could be in a confused state as a result of concussion or even brain hemorrhaging. That may make him act agressive and the last thing you want to do is punch him more at this point!
