No, we cannot. The logistics of it are mind boggling and took far too much time to pack, repack, remove, update, repack, recheck, repack, reupload, a single "skin pack" to cope with all the skin file changes. And that was years ago, when we had half as many skins to contend with! Per HTC, skin packs aren't viable.
Best thing you can use is a firefox plugin to download all files with *.res extension from the skins page, and have it do them all in 1 go rather than waiting on the server for it to download them all.
