I can't call it a wish because it's more of a what if?

So what if Radar ceased to show1 dot per aircraft above 60' and we had a model that showed return and resolution based on the total reflective area of planes flying in clumps or formations.  Perhaps adding some ghost atmospheric discharges.
If I had a gun with 3 bullets and I was locked in a room with Bin Laden, Hitler, Saddam and Zipp...  I would shoot Zipp 3 times.

Sneaking bases would become easier and combat would be less even.

Also, the idea doesn't really have any basis in history as single aircraft were tracked by the radar of the day.
