I flattened the town at the port, dropped 10 troops from M3, no cap? Is this by design?

dont know if it's related, but yesterday the down time of objects was too short. we tried capturing a base but every time the goon got there (3 times) something was rebuilt. city acks revived after less than 10 min.
though that in CT the down time was longer the MA or was it changed?

Do you know if they had a resupply during the time you guys were running troops in? I saw nothing weird about captures yesterday except that we had a mission up that ran right smack into the entire Allied Air Force on our north border over the water.  :D

Happened again tonight, flattened P36, dropped 10 troops, no capture. Also had the same thing happen at P48. Very frustrating.
