One thing to consider as a Side CO, this is a very unique event design, and the CO role is also very unique.  You will have full and absolute control over your teams structure.  You will be assigned a total number of aircraft, and a body of recruits.  How you use them and what your command structure, squadron structure and overall make up of your team is entirely up to you.  Want a top heavy structure?  Promote everyone.  Limited roles and few but large squads?  Have at it.  It's yours to create.  
The team that ends up being the victor will be the one who out plans, out thinks, out fights and out communicates the other side.  Nothing in the design has been included to pre-define your roles.  

We've had COs in the past the flew, others did not but focused on mission plans and adapted to events as they unfolded. You can assign different leaders to head up each phase.  Place your key people in charge for the fleet battle in Frame 3, have a different structure entirely for the bomber campaign in Frame 4.
