whats with this enemy value

so many times in the game i try to use a plane or tank and it says only enemy value of (changing number) or less is not available.  now im sure this topic has been mention before  but its hard to find the right thread to explain this

It means your side has a numerical advantage that limits your choices.

In game, right click on the map and select "country status". This will show you a page where, among other information, you can see the current ENY limits for all three countries.
The ENY value of each plane/vehicle is listed in hangar.

The maximum ENY limit you can ever run to in the main arena is 29 (but that's pretty rare)

If you change sides to the team with the least amount of players this no longer becomes a problem. But you will be there for at least twelve hours.

so in the country status if it says under min-eny 5.0 bish and all others read 0 does this mean that bish cannot use anywhere any vehicle /plane of 5 eny or below?
