This is a wIn-wIn scenario good keep the honest citizens from stealing.

 This has been going on for ages.

A long time ago some cop figured out that it's better for their department to search cars moving south and west for money that the dept can use and the officer can pocket. 

If they search cars moving north and east they'll just find drugs and have to burn them after trial.
