Hitech has mentioned that the 12-hour rule is in place because that is how he wants it. Since you need to have been on the "winning" side for 12 hours to collect the "win the war perks", it kind of makes sense.

So.... propose that if you switch sides less than 12 hours before winning the war, no perks are assigned. Problem solved.
