I would like to see a Wish list database that contained requests for new features or updates.

Configuration/Features might include:

Organized categories
Ability for users to vote (up or down)  (I prefer a system were users have a certain limited number of tokens)
Limited to current players (or mix of current players can update/view, non current players can view)
Searchable database
Viewable history of suggestions
A status gauge - New idea.  Idea rejected.  Waiting on more ideas.  Low interest.  Idea in development.  Feature already in game. etc.

There are a number of applications out there (pay and free) that seem to do this sort of stuff.
Or could be done in house.

Considering how rarely they implement forum wishes (other then those that are blatantly obvious such as more planes) it would just be a waste of time...

I am not sure that the purpose of this wish list (or any wish list for that matter ) is to get every wish implemented and not fall through the cracks.  Some things it might accomplish:

Allow players who have an idea to easily see past suggestions, to review past comments and build on ideas that have been submitted in the past.

Have a place where HTC can say what they want about a suggestion.   Over time, I think that this will help build a more informative community.

Give measured feed back to HTC about current issues.  As an example; right now some players have been upset about the 12 hour rule.  There is a lot talk about it (along with ENY).  I think that it would be fair to say that most comments ask that the rule be changed.  I like the rule, but I rarely say anything.  If there was a voting process that showed that 98% of the players hated the 12 hour rule, HTC would be foolish not to pay attention.  The message from players might be: Fine you are trying to solve a problem, figure out some other way to do it, this method sucks.

I remember when HTC only had small maps in rotation, or actually better yet, when they limited the number of players in arenas.  I couldn't believe what they had done.  I found it even harder to understand why, with a large portion of the user base screaming for change, that nothing seemed to happen.   At one point I wondered if this was a Texas thing, piss off your client base and see what happens.  I've come to the position, (keyed off of a comment made by I believe one of the HTC guys that they get slammed if they reply and slammed if they don't, so they just don't), that perhaps there is a sense of an encirclement down there in Texas.  I know that in the past I have been there myself.

There are many current issues that could be fixed in a day's work or a reply. Such as a single person wiping out the radar for an entire country and then most of them logging off, or the 12 hour rule. They said it had nothing to do with spying, and was about country balance, but right now I can't switch in the morning for fear of being on the hording team at happy hour. There are many different better ways to combat country imbalance then not allowing people to change countries for 12 hours, I won't even say them because it isn't even that hard to think of. But HTC said that if they changed it then the people who whined about it would get a victory and would whine about more things in the future to get it changed... That just isn't the right way to go about things.

But who am I to say what is better... I'm just a paying customer...

I'm sure there aren't that many who encourage forcing people to wait 12 hours to change countries and one person ruining the fun for a country (apart from those that do it themselves).
