Country based economy system.

Late War needs an economy system to replace eny. This system should be country based on protection of strat factory's and for length of time at maximum capacity. Upgrades in base and strat defense along with increased availability with purchases on aircraft would add a much needed touch to the game.

The outnumbered country would have less people to defend their strats or to attack enemy strats. So this system would make things worse for the outnumbered country.

ENY is supposed to level the playing field by taking the best planes away from the horde and encouraging people to join the outnumbered side.
