Let's just be clear about this.  The 80th FS "Headhunters" were over Rabaul  . 

If you do 25s it was strafer nosed Cs that were doing the raids.  The Hs were not there.  24s up high.  Navy carrier birds participating.  RAAF P40s.  Historically some Tonies although they didn't last long and Zekes in the main on Rabaul.

The H's, though, are more survivable with tail guns.  C's are OK if you have only A6M2's or 3's as opponents.  But if you adjust the plane set to have later-war stuff (which we need against F6F's, F4U's, etc.), then the C's are in big trouble.

If we get the new F4F and D3A in time (plus the recent SBD), then Midway will be most appropriate and awesome. Otherwise, delay Midway to the next scenario after we get them.

A and C are both good options. However, since we dont often do a PTO scenario and I'd love to take a Hellcat - then...
