ping plotter / connection question

I've been noticing warping lately.

Looking at ping plotter it looks like I have an issue at hop ae-8-0.ear3.Dallas1.Level3.net

Would this cause an issue with warping and rubber bullets?

I've attached a ping plotter from this morning.

That's a very likely culprit. Level3 comes from where the sun never shines.

Level3 is the most congested backbone provider on the Internet, but they are cheap, so everyone uses them.  They are not going to fix the problems because, "No one on a mobile phone will ever be able to tell when packet loss is occurring."

Note:  That is not a direct quote from them, but from another ISP who uses them.
