I found a possible cause: The "In-game overlay".

To turn this off (for nvidia):

- Right click nvidia tray icon.
- Select "Nvidia GeForce Experience".
- Select the settings (Gear icon).
- Click on the slider next to the "In-game overlay" so it turns from green to white.

Cant really re-create the stuttering at will so just testing a probably source of problems at this point.

Programs like this are much like support programs for your joystick.

If you don't need them, disable them from running.

ATI has programs including one to enable hotkeys and a lot of other video cards manufacturers have all sorts of crap that is not needed unless you need more than one way to adjust your video.......which you don't.

The GeForce Experience spyware will be installed whether you uncheck it in the installation window or not. You can use Autoruns to remove it, which you should since it is stealing process time.
