At 16,000 ft altitude, you can't get any fine control on B-26B manifold pressure between about 28" and 45" manifold.

If you go full throttle and start reducing your throttle very, very slowly, you get a jump from 45" to about 28".

This isn't a calibration issue, or scaling, or nonlinear response of the joystick potentiometers.  The  Throttle raw/scaled value (set damping and deadband to zero, so they are the same) goes from ADvalue = 0 at 45" to about ADvalue = 1800 at 28" (where ADval on throttle goes smoothly and linearly from 0 to 65535 full range).

This is an issue for Scenarios where you are trying to get control of manifold setting for keeping formation with other pilots.
