Relocate Me163's on Mindnao

Looks like the Me163 bases were located to defend HQ's, which are no longer a factor.  More useful locations would be A10, A30, and A58.

Just asking for the 163 to be made more useful.  As it is, the 109K4 can get to altitude and in position to defend the AAA quicker than the 163.
