DX11 Not seeing Quest II

One player is having an issue that starting regular AH will not see the quest, but it works find if he uses the downloaded version from Oculus.

He has the Unknown sources enabled.

Anyone seen this?

When this player starts up aces high is the Oculus App on the PC open?

When loading AH from Oculus the Quest is connected as a headset.

AH needs to see the Quest connected to the PC as a VR headset when it starts. Is that happening?
