Most likely on the user side. If on the HTC side, we'd see them a lot more.

There's only one way to check where it happened and that involves the user in question to check all their e-mail addresses at https://haveibeenpwned.com/ and/or https://www.f-secure.com/en/home/free-tools/identity-theft-checker and possibly on other similar services.
