Just wondering how many USB devices are connected directly to your motherboard. The ports can only deliver so much power and if everything comes through the mobo you may run out of juice. Agreed, there's many USB ports on every mobo and a few on the case as well, but at least those that are paired side by side share the same power resource. Further, the front panel connectors usually share resources with some of the back panel ones.
Oh, and it's possible that there's some failure in the motherboard so it can't fully deliver what the power supply has to offer. Also, the USB Controller drivers may require updating especially if they're the generic ones by Microsoft. Mine seem to be as fresh as April this year.
A powered USB hub can be the remedy for lack of power. A USB3 version is a better choice since they can transfer much more data than the older versions. For a hub the flavour of USB3 doesn't matter much as even the slowest can transfer ten times the data of USB2.
