Appears to be the Uboot Flottentender KMS SAAR.
Flagship of the 1st Uboot Flotilla -FLOTILLA WEDDIGEN. (Prewar).

IMO Not large enough to be one of the BAUER class but maybe they are loosely grouped together.

It is,Tsingtau.


   S-boat tender (launched 6.6.34),ceaded to Great Briton in 1945,she was scraped in 1950:(
