Mickey, I worked with EU project TACIS, and, even living in Russia, I never saw such a stupid and open effort with the only purpose to spend and steal budget money. Their bosses spend money without count, giving the employees an opportunity it fill their pockets.

Now that you mention it, it is barbaric. There is no evidence that foreskin is a health risk at all. Soap and water work just as well. Mother Nature does no program health risks into organism. Children have died (anastasia ) having this operation done.
