I wouldn't generalize "Californians" as being odd. Most areas are pretty normal. It's mainly the Bay area that seems to have propagated the strangeness. Sort of like Key West here in Florida...

I have an aunt and uncle who live in Sonoma County outside of San Francisco... They live in some kind of hippie community and have refused to let go of the 70's era. They both have obtained prescriptions to smoke marijuana from some hippie doctor, and I'm fairly convinced my uncle grows the stuff (strictly for medicinal purposes of course)...  Although I don't smoke the stuff myself, and I disagree with their tree hugger mentality, I love them both dearly. I'm glad they found a place to live where their viewpoints are accepted by others. However, I think even they would have a problem with this wackathon... LOL

Just going on my own impressions of visiting LA, San Clemente, San Diego as opposed to my visit to San Francisco... I sensed an immediate difference there in the general attitude of the populace...  They're wacked!
