computer problems, need expert advice...

....or any other kind of help I can get

I had posted in the past few days that I thought my video card may be tits up. The computer would fire up but was getting no video. Well, I was wrong, and Im pretty sure its my motherboard (Epox 8KHA+).  The computer just wont post.  All the drives and fans have power, except the fan on the chipset.  This leads me to believe that the little fan died and eventually the chipset gave up the ghosth as well.  I cant be certain though.  The MB has these LED's that give you codes as to what errors may exsit or what test are being run during post and it is stuck on "FF", and the manual says its trying too boot up.

Do you guys think I am on the right track?  Anything else you can suggest to do?

try swaping the power supply. then id try swaping the video card.
id guess its the ps.
