It's a secular edict. The Taliban enforced a very hard-line conservative view of Islam, and the Saudi's sect is a close second.  As long as the head is covered, I think most muslim clerics find it acceptable.

I think she's more Western than she cares to admit.

How is tweezing a western characteristic?  Even then, Saddam never really instituted muslim religion too strong on Iraq.  If I remember hearing it correctly, he found it more troublesome due to insurgence. He made use of it when it benefitted himself, and cast it aside when it's purpose no longer suited he needs.  He allowed it for the comfort of the people, but when it got in the way, he put it down.

Even if she routinely mows a nice landing strip down at the Y, it really does not matter.

Inquire as to the sympathy level of the wives and family of those brutally murdered by their regime. Nothing quite like a famous, presentable victim.
