Since most every elected Office in the State of California is held by a Democrat, who is accountable for the current woes?

Bush?

Well, you could blame the Dems.

Or you could blame it on the few Repubs in office.

Or you could blame it on the non-elected civil servants.

Or you could blame it on the taxpayers for not ante-ing up the money to run an effective government.

I don't quite understand why there's even a debate on this one.  There's only one group to blame in California right now:

The voters.

The downside is that the same group of people are going to determine just whom they'd like to ruin the budget next.

What mini said.  I'm just waiting for them to follow Quebec's lead and vote to become their own country.

I hear California has WMDs.  We should preemptively invade now before they seperate and decided to attack us.

Of course if Hollywood falls down, goes boom...oh well.  I guess all those actors/actresses will have to find real jobs and then their opinions won't matter anymore.

Since we're straying off topic here, whaddaya think about that asteroid? Think they'd tell us if in fact it is going to hit us?

I think there are too many amateur astronomers to keep it a secret.

An amateur might be able to predict a collision when it's only a few months out but it seems unlikely to me they could do it any earlier. I suspect that if it could possibly be kept a secret it would be. Imagine the chaos otherwise. Not that it would matter much.

The way I understood it, about 90% of California's budget is already spent by mandate that was voted for by the public (schools, highways, ect). That leaves very little for the Governor to do. But it is interesting to watch the wheels come off the political wagon. How long after the election before the next recall?
My mind is a raging torrent, flooded with rivulets of thought cascading into a waterfall of creative alternatives.

Well amateur might have been a poor choice of words. Too many astronomers period that are not govermentally funded or controlled. And some of them have access to really good equipment (almost every State university in the Country). An impending collision is something that we would all find out in a New York minute.
