Question about arena caps

Can someone explain cap system to me? I'm confused. Which is not unusual. Went to LW Blue this AM. Cap is 200, 200 in there so it won't let me on. OK. Check again later cap still 200, 219 in there still can't get in. Check again 200 cap 270 in arena. How does the number of people keep growing when the cap hasn't changed. Do I need a preferred membership card or something to fly where my buddies fly? Can some one enlighten me? Sorry, that was three questions.

when LW blue is full, LW orange has its cap raised, when orange is full, blue has its raised, that way they can both grow to much higher levels.

But, as one arena empties, the cap in the other drops and that way you can have more players in an arena than the cap allows.  No one gets booted, it just wont let anymore in.

Check again later cap still 200, 219 in there still can't get in

I figure a player beat you into the arena (making it 200 players), otherwise it would have let you in.

Thats pretty much how I thought. I just never saw Orange fill up or its cap change. Dosn't mean it didn't happen though.
