Flickering Icons/See though

So my dad(Hand) has had this issue for some time and I know that some else just recently posted about the same issue. But the jest is your flying around and any Icon in sight will sometimes show true color other times flicker the correct color or turn see though at any time from any distance. Here are also the DXdiag pics as folks had said it was caused by Intel chips I'd also like to know what would be a good lateral move as far as chips goes (if possible)

A real dxdiag report would have been more helpful, but for what I could read your dad is running the game on built-in Intel Graphics, "the chip". I'm not quite sure whether it's physical whereabouts is inside the processor or on the motherboard, but anyway it's a part of the system. There's actually no better "chip"...

What you can and should do, is to get a real video card. That would bypass the chip for much better gaming performance. Depending on the new video card you might also need a more powerful PSU to power the video card. I suppose the Dell doesn't have any dedicated 6 or 8 pin GPU power cabling in its PSU, either.

The new GTX750 ti is the most powerful graphics card you can get at the moment that doesn't require external power. Thanks, Ripley, I was thinking about such but didn't have the time to look for valid information. 

@Vudu: That card would certainly put some oomph and more into your dad's computer without having to pay too much.
