That vehicle, while technically a SdKfz 251/17, is actually an SdKfz251/1D belonging to the Panzer-Grenadier Division '
Großdeutschland'. This unit was known for their enterprising engineers. The stock vehicle was modified by the addition of an aircraft turret mounting a MG 151/20 20mm cannon with the turret glazing removed. (The division also converted several T-34 tanks by removing the turret and adding German AA guns.)
The formal SdKfz 251/17 design had a standard Flak 30/38 cannon, with extended side sections which permitted a 360° traverse of the gun; these extended sections could also be folded down to create a larger gun platform when the additional space was needed more than the minimal armor:
