It's a mod for NASCAR Racing 2003 Season from Papyrus (Sierra), the same people who make Grand Prix Legends. Physics, sound, graphics, etc are improved over GPL, and the big tires and wings make the cars easier to drive but just as fast.
The mod is free, the game is about $20 at CompUSA, etc.
The screenshot is a rendering from a 3d package but it's the same model and skin used in the game. There is also a Corvette, a Mustang, and a Viper. The Stang and Vette are in the game right now, and the Viper and Ford GT are coming in "2 weeks".
