Just add four toggle buttons to the strategy page:
"Submit surrender to team X"
"Submit surrender to team Y"
"Submit alliance to team X"
"Submit alliance to team Y"
Clicking on them the players will submit positive/negative votes and more than 50% of actual players will confirm the option.

In the case of alliances, >50% votes will send a message to the related country channel proposing the alliance. If the other country accepts (> 50% votes), the alliance is done.  

Allies will see the other country plane icons green, and will be able to land on their bases and refuel/rearm there, but not to spawn from those fields. Allies will share missions and a new "ally channel".
The ally country bases will be shown green on the map, but there is not killshoter. You still can hit the allied planes or destroy their ground facities. If any player attack an ally, the alliance is broken and this country is marked as treacherous. Treacherous contries dont get any perks for the reset. If a country is alone against two allies and win the war, the reward is ten times the normal perks.

If a country wins the war while having an ally, the perks will be shared between both countries, so, half the perks per player.

To break alliances a country may attack the ally and be considered treacherous or just more than 50% of its players unchecking the "submit alliance to team X" toggle button.

If a player logout, his votes are erased and a recount is done.

"surrend to team X" only takes effect with >50% votes and if the surrending country bases added to the X country bases exceed the number of the other (Y) country bases.
