I only have a laptop to play AH on, with a paultry 48mb of video memory (other spec: 512mb ram, 1ghz Celeron).

At best (in clear blue skies) I'm getting 27 frames per second, but more often it's 15 or even lower.

Two questions:  
1. does a low FPS really affect gameplay? I find it really difficult to acheive quick clean kills - apart from the obvious question of skill, could a higher FPS help me here?
2. are there any 'hot tips' for increasing FPS without installing new hardware

Until I can get my hands on a new mini-tower, I'd be grateful for any CONSTRUCTIVE advice (i.e. don't bother with "dude, why are you trying to play with that piece of crap"...)

Have you tried lowering the in-game video resolution?  That will, normally, help increase frame rates.

Generally, you do not want to drop below about 20 frames/sec for any length of time, or you end up with very choppy visuals.

Thanks.  Have tried going down to 16-bit and 800-600, but it doesn't actually seem to make much difference.

Have spent the afternoon downloading the latest drivers from Intel so fingers crossed for some improvement.

you can also use the F1, F2, and F3 commands to take out some of the graphics which "could" bring your FR up. Not sure which is the lowest setting F1 or F3, but test them all.

Yes.

To help your frames.  Free up as much RAM as possible.
That is about all yuou can do until you are ready to invest in a workable system.
