United what did you do to fix it, that screen shot looks like the back buffer wasn't clearing?

It happens with Nvidia cards when game resolution and desktop resilution are not the same.
  example... if my desktop is 32 bit and I set game res to 16 bit I get that effect.

What i had done was set my desktop to 24 bit color mode, but in Aces High I had the highest graphics resolution set to 16 bits.

You should set your desktop to 32bit resolution if you are using an Nvidia or ATI card.  They are optimized for that resolution.
