I can't believe the Cubans haven't figured out to go to Mexico and hop the border... the Mexicans definitely have a higher success rate going for them.

Correction Wulfe, the Mexicans have a much, much higher attempt rate. This is, of course, because they can walk to the border and upon being turned back, can re-attempt that same night. They can also pay smugglers to help them through customs inside trucks or cars, which is a source of revenue for some. Their success rate, percentage wise, is actually worse than that of the cubans.
