So I guess that means what we're observing occurred a long time ago in a galaxy far, far away.

If we are seeing what happened 13 billion years ago for them, if there is intelligent life and they have evolved to the state we are in now, does that mean they are observing the earth 13 billion years ago as well?  If so, maybe thats why we never think there is intelligent life, we are all looking in the past.  I think it is time to invent the warp drive and see whats going on in the next galaxy.

yup totally correct.....

but not exactly 13 million years....

If the light passes near a Star....the Stars Gravitationnal field will kinda accelerate that light....like we use the earths gravitation to whip the spaceships to MARS....like a slingshot
