hmm, looks like a US 4-piper with one stack removed and aft main battery gun moved to top of aft deck house. [edit: looks like the rear gun atop the deckhouse was standard.]

I'm guessing one of the APD fast transport or DMS/DM destroyer-minelayer/sweeper conversions.  U.S.S. Caine perhaps? :)

The fourth funnel  must have been removed during her refit for recommisioning in 1939, because 1934 photos I've found show her with 4.    Here's another photo taken the same day as the one above:  http://www.history.navy.mil/photos/images/h50000/h50133.jpg

The barge is named Captain Jarvis, tug's name not given.
