I can only hope that it's still too early to tell.  Recently, HTC seems to have been putting effort into the FPS issue again, but there's still a LONG way to go before AH2 is fully playable on a low-end P4, and even 2.2GHz systems are still having a tough time with it.  Also, at present, AH2 likes Nvidia cards a lot more than ATI cards, although this also is showing some improvement lately.

FPS alone isn't the only concern.  If you move the graphics settings low enough, you can get 50+ FPS (when flying by yourself offline) out of nearly anything, although even this can still bog a low-end P4 down to a slideshow in a multi-bogey online situation.  But when you turn down the settings, buildings become invisible until you're right on top of them, which makes bombing pretty much impossible.  At present, to play AH2 fully (air-to-air and air-to-ground) you need the horsepower to get a smooth multi-bogey air-to-air FPS even with the graphics settings high enough to see buildings at tactically useful distances.  And right now, this appears to require a top-end machine.

HTC is working on this.  But posts by HTCers imply that they're under something of a time crunch to get AH2 out, so it remains to be seen how much good they can do towards lowering system requirements before AH2 goes live.
