When would FCC start telling other TV stations to replace their analog transmition to digital? HD programming is too limited right now...

I thought it was sometime in 2005 for broadcast networks.  I could be wrong though, and I'm too lazy to google it.

If there is no deadline then you won't be getting it in the next 10 years.

The FCC is pushing for DTV to replace analog by the end of 2006.  There is no mandate for stations to broadcast in HDTV that I am aware of.
