Yeah, the guy's not an expert in much.

ICBM is probably what the reporter heard when the guy said "ICM" though, "Improved Combat Munition", which are a family of subs including AP varieties (straight ICM) as well as anti-vehicle/anti-personnel mixes (DPICM)
