That's if the temp sensor was accurate, and we all know they are always spot on
For cpu temp I also do the finger test. Put your finger on top of the heatsink and see how hot it is. You should be able to move your finger down close to the cpu and judge the temp. You should be able to keep the finger there for a short period of time and it should not be as hot as a poker in the fire.
Second theory. If something was recently replaced I usually suspect that. Can you go back to orig mobo and PS, a lot of hassle and work I know, and see if there is any change.
See if in any of this work a component on the mobo got bent out of shape and is touching something it shouldn't be touching. This is a long shot but worth a glance.
I give a 1 out of 100 for any of my advice to help.
Additional thought- maybe a reset of the mobo BIOS would be in order, just to make sure some setting there isn't a problem.
