Just a sidenote to this:
There is an email message circulating around the Army now telling leaders to warn their soldiers who are due to ETS soon. Basically, every soldier signs up for an 8 year committment initially. They serve their enlistment, then the balance they serve in an Individual Ready Reserve status, or IRR. This email is telling soldiers that if they owe the gov't IRR time they would be better off going ahead and joining a Reserve unit near their hometown immediately after they ETS, or they will be pulled from IRR and placed where the Army needs them.
Thankfully I passed my 8 year mark about 6 years ago and just started outprocessing today (woohoo).
