The guards were contractors and most of the inmates were from other states, sent their as overflow.
Most of the inmates were returned to their state and the Guards joined the remainder in prison after convictions.
This had nothing to do with Bush. He just happened to be governer at the time. Just like those inmates being convicted of a crime. Don't do the crime if you can't do the time. The issue was uncovered, and it was dealt with.

You might want it to be dead, but it's not as long as new information keeps being found about the issue. I suggest you get used it it. When Canadian soldiers killed a Somalian the story was in the media for years, as it progressed through the inquiry.
