Many thought Reagan was off his rocker in calling the USSR the "Evil Empire". This guy's agency hasn't proven to be very effective or reliable in recent years. Perhaps he should direct some of that criticism towards himself?

Was thinking the same thing. Not entirely responsible, but certainly less than perfect.
